It means all of human civilization operating within safe, sustainable boundaries that earth system scientists identified for our planet, a chief boundary being 350 ppm CO2. CO2 is already outside the boundary and the mission is to reverse the direction and return to safety asap.
This is a big issue, and much more can be said....
